국가유산청(청장 최응천)이 지난 4월 15일 페루 문화부(장관 파브리시오 발렌시아)와 문화유산 분야 교류 협력을 강화하기 위한 양해각서를 서면으로 체결하였다.
이번 양해각서에는 1983년 유네스코 세계유산으로 등재된 마추픽추 역사보호지구의 보존을 위해 양국이 함께 추진 예정인 '마추픽추 국제개발협력(Official Development Assistance, 이하 ODA) 사업'을 비롯하여, 문화유산 분야에서의 '관련 행사 및 회의 조직, 교육 교류', '각국 문화유산의 이해와 확산을 촉진하기 위한 활동 협력', '정책 및 규정, 관리 방안에 관한 지식 교류' 등의 내용이 포함되었다.
'마추픽추 ODA 사업'은 기후변화와 많은 관광객들의 방문으로 훼손되어가는 잉카문명의 보고(寶庫)인 세계유산 마추픽추의 안전상황을 진단하고, 훼손 예방조치와 디지털화, 보수까지 아우르는 문화유산 보존·활용통합시스템을 구축하는 방향으로 추진될 예정이다. 해당 사업은 2026년에 시작하기 위해 현재 국내 절차인 무상원조관계기관협의회의 심의를 받고 있으며, 사업 착수 시 ODA 수탁기관인 국가유산진흥원에서 진행 예정이다.
참고로, 국가유산청은 그간 라오스, 캄보디아 등 아시아를 중심으로 ODA 사업을 추진해왔으며, 2020년에는 중앙아시아의 우즈베키스탄, 2023년에는 아프리카의 이집트까지 그 대상을 확장하였다. 페루와의 이번 마추픽추 ODA 사업은 아메리카까지 그 영역을 넓히는 계기이자, 우리나라의 문화유산 관련 기술로 유네스코 세계유산의 보존활용에 기여하는 대표적인 사례가 되어 우리나라의 국제적 위상 제고에도 기여할 수 있을 것으로 기대한다.
한편, 국가유산청은 국무조정실 주관 '2024년 ODA 시행기관 역량진단'에서 지속적인 ODA 예산 확대를 통해 사업 규모를 확장하는 동시에, 안정적인 ODA 사업 운영체계를 구축한 점 등을 인정받아 가장 우수한 A등급을 획득한 바 있다.
국가유산청은 ODA분야의 양적·질적 성장을 바탕으로, 앞으로도 수원국과 공여국 모두가 상생할 수 있는 방향으로 국가유산 분야의 국제개발협력을 더욱 발전시켜 세계 각국의 문화유산이 체계적으로 보존·관리될 수 있도록 기여할 예정이다.
On April 15th, the Korea Heritage Service (KHS, Administrator: Choi Eung-chon) signed a Memorandum of Understanding (MOU) with the Ministry of Culture of Republic of Peru (Minister: Fabricio Alfredo Valencia Gibaja) to strengthen exchange and cooperation in the field of cultural heritage between the two countries.
This MOU included details of the Official Development Assistance (ODA) project in the National Archaeological Park of Machu Picchu, scheduled to be jointly implemented by the two countries for the preservation of the Historic Sanctuary of Machu Picchu, inscribed as a UNESCO World Heritage Site in 1983. It also covered several areas, including organizing cultural heritage-related events and conferences, facilitating educational exchanges, cooperating in activities that promote the understanding and dissemination of both countries' cultural heritage, and exchanging knowledge on cultural heritage policies, regulations, and management in the field of cultural heritage.
The 'ODA project in Machu Picchu' will assess the safety conditions of Machu Picchu, a UNESCO World Heritage Site and a cultural treasure of the Inca civilization, increasingly damaged by climate change and mass tourism. The project will also establish a comprehensive system for the preservation and utilization of cultural heritage, including preventive measures against damage, digitalization, and restoration. With the aim of launching the project in 2026, it is currently under review by the interagency meeting, a domestic process for project initiation. Once the project begins, the Korea Heritage Agency, as the ODA implementing agency, will take charge of its execution.
The KHS has been implementing ODA projects primarily in Asia, including Laos and Cambodia, and expanded its reach to Uzbekistan in Central Asia in 2020 and Egypt in Africa in 2023. The ODA project with Peru is expected to serve as an opportunity to expand its ODA scope to the Americas and become a leading example of contributing to the preservation and utilization of UNESCO World Heritage sites through Korean cultural heritage technologies, thereby enhancing the Republic of Korea's international standing.
Meanwhile, the KHS received the highest rating of 'A' in the '2024 ODA Implementing Agency Capacity Assessment', organized by the Office for Government Policy Coordination, for its achievement in expanding the scale of projects through ongoing increases in the ODA budget, while also establishing a stable ODA project management system.
Building on the quantitative and qualitative growth in ODA, KHS aims to further advance international development cooperation in the field of national heritage, contributing to the strategic preservation and management of cultural heritage worldwide, and promoting mutual prosperity for both recipient and donor countries.
