국가유산청(청장 허민)은 아세안사무국, 유네스코 아·태무형유산센터(직무대행 박규리)와 함께 오는 7월 22일(수)부터 23일(목)까지 부산에서 「제8차 한-아세안 문화유산 협의체 운영회의」를 개최하였다.

제48차 유네스코 세계유산위원회 부대행사로 마련된 이번 회의에는 허민 국가유산청장을 비롯해 주한 아세안 대사단, 아세안 11개국 문화유산 담당 기관의 국·과장급 대표, 유관기관 관계자 등 50여 명이 참석해 그간의 협의체 운영 성과를 점검하고 미래 협력 전략을 논의하였다.

한-아세안 문화유산 협의체는 2022년 출범 이후 한국과 아세안 회원국 간 문화유산 분야 협력 의제를 공유하고, 공동 사업을 발굴하기 위한 협력을 다방면에서 이어 왔다. 이번 제8차 운영회의는 그동안의 협력 성과를 점검하고, 아세안의 사회문화공동체 비전 및 문화예술 전략과 연계하여 향후 한-아세안 문화유산 협력 방향을 논의하는 자리이다.
* 한-아세안 공동협력 사업 (ASEAN-Korea Creative Shared Heritage Initiative(2026-2029): 아세안 공유문화유산 조사, 인식제고, 역량강화 등을 통해 아세안 정체성과 지역 사회문화통합에 기여하고자 추진되는 사업. 한-아세안 협력기금을 바탕으로 각국의 문화유산 연구조사, 보존 역량 강화, 연구성과 도서 발간, 문화유산 활용 실감형 콘텐츠 개발 등을 추진할 예정임.

첫째 날인 7월 22일에는 웨스틴 조선 부산 호텔에서 「국가유산청-주한아세안대사단 간담회」가 열렸다. 허민 청장과 주한아세안 11개국 대사단이 참석하여 한국의 대아세안 문화유산 협력의 미래 방향을 공유하고, 한국과 아세안 간 효과적인 문화유산 협력 방안을 논의하였다.

허민 청장은 "문화유산은 국경을 넘어 사람과 사람을 연결하는 공동의 가치"라며, "이번 운영회의가 한-아세안이 문화유산을 매개로 서로 간의 신뢰를 더욱 공고히 하고, 공동 번영을 위한 미래지향적 협력 관계를 강화하는 이정표가 되기를 바란다."고 전했다.

이어서 벡스코에서 열린 「제8차 한-아세안 문화유산 협의체 운영회의」에서는 국가유산청이 한-아세안 문화유산 협력 현황과 함께 오는 2029년까지 향후 3년간 추진될 공동협력 사업에 대해 발표하고, 아세안사무국은 최근 아세안 문화예술전략(2026-2035) 등 아세안의 문화유산 정책 방향과 한국과의 협력 현황을 발표하였다.

회의 이후 참석자들은 '대한민국관(K-Heritage House)'을 비롯한 제48차 세계유산위원회 부대행사 공간들을 둘러보고, 유엔기념공원과 KF 아세안문화원을 방문하였다. 특히 유엔기념공원은 유네스코 세계유산 우선등재목록으로 선정된 「한국전쟁기 피란수도 부산의 유산」의 9개 구성요소 중 한 곳인 만큼, 이번 방문을 통해 한국과 아세안(필리핀, 태국) 간 역사적 연대와 우호 협력의 의미를 되새기는 계기가 되었다.

운영회의 이틀 차인 7월 23일에는 KF 아세안문화원에서 ▲ 아세안 국가별 주요 문화유산 국제협력 활동 ▲ 국내 아세안 문화유산 유관기관의 관련 활동을 소개하고, ▲ 한-아세안 문화유산 공동협력사업의 세부 추진 방안과 ▲ 한-아세안 문화유산 협력의 미래 방향 등 향후 협력 가능성을 논의하는 자리가 마련된다.

국가유산청은 이번 운영회의를 기점으로 향후 3년간 추진될 공동협력 사업을 본격화하고, 한-아세안 문화유산 협력 전략을 체계적으로 수립할 계획이다. 특히 기존의 단발성 지원을 넘어 ▲ 문화유산 창조산업 ▲ 디지털 기술 활용 ▲ 기후변화 및 위기 대응 등 다각적 분야에서 실질적이고 지속 가능한 쌍방향 협력 기반을 마련할 예정이다.

앞으로도 국가유산청은 국내외 유산 분야에 대한 적극행정의 일환으로 아세안사무국 및 회원국, 국내외 유관기관과 긴밀히 연대하여 한-아세안 문화유산 협의체를 실질적인 글로벌 협력 플랫폼으로 발전시켜 나갈 방침이다.

The Korea Heritage Service (Administrator Huh Min), together with the ASEAN Secretariat and the UNESCO Asia-Pacific Centre for Intangible Cultural Heritage (Acting Director Park Gyuri), held the 8th ASEAN-ROK Working Committee on Cultural Heritage Cooperation in Busan from July 22 to 23.

Held as a side event of the 48th session of the UNESCO World Heritage Committee, the meeting brought together approximately 50 participants, including Administrator Huh Min, representatives of the diplomatic missions of the ASEAN Member States to the Republic of Korea, director- and division director-level representation from cultural heritage authorities of the 11 ASEAN Member States, and officials from relevant organizations. Participants reviewed the achievements of the Working Committee to date and discussed future strategies for Korea-ASEAN cooperation in the field of cultural heritage.

Since its establishment in 2022, the ASEAN-ROK Working Committee on Cultural Heritage Cooperation has served as a platform for sharing cooperation agendas and identifying joint initiatives between Korea and the ASEAN Member States across a broad range of cultural heritage fields. The 8th meeting reviewed the progress made thus far and explored future directions for cooperation in alignment with the ASEAN Socio-Cultural Community Vision and the ASEAN Strategic Plan for Cultural and the Arts.
* ASEAN-ROK Joint Cultural Heritage Cooperation Project (ASEAN-Korea Creative Shared Heritage Initiative, 2026-2029): A project designed to strengthen ASEAN Identity and regional socio-cultural integration through research on ASEAN's shared cultural heritage, public awareness initiatives, and capacity building. Supported by the ASEAN-ROK Cooperation Fund, the project includes cultural heritage research, capacity building for conservation professionals, publication of research outcomes, and the development of immersive digital heritage content.

On July 22, the first day of the meeting, the Korea Heritage Service-ASEAN Committee in Seoul Meeting was held at the Westin Josun Busan, Administrator Huh Min and the representatives of the diplomatic missions of the ASEAN Member States discussed the future direction of Korea's cultural heritage cooperation with ASEAN and exchanged views on ways to further strengthen practical cooperation.

Administrator Huh Min remarked, "Cultural Heritage is a shared value that connects people across borders. I hope this Working Committee meeting will serve as a milestone in further strengthening mutual trust between Korea and ASEAN through cultural heritage and in advancing our forward-looking partnership for shared prosperity."

Later that day, at BEXCO, the 8th ASEAN-ROK Working Committee on Cultural Heritage Cooperation featured presentations by the Korea Heritage Service on the current status of Korea-ASEAN cultural heritage cooperation and the joint cooperation project to be implemented through 2029. The ASEAN Secretariat also introduced ASEAN's policy direction in the cultural heritage field, including the ASEAN Strategic Plan for Cultural and the Arts (2026-2035), as well as the current status of cooperation with Korea.

Following the meeting, participants visited side-event venues of the 48th session of the World Heritage Committee, including the K-Heritage House, as well as the United Nations Memorial Cemetery in Korea and the KF ASEAN Culture House. In particular, the visit to the United Nations Memorial Cemetery—one of the nine component sites of the Heritage of Busan Wartime Capital during the Korean War, which has been placed on Korea's UNESCO World Heritage Tentative List—provided an opportunity to reflect on the historical solidarity and friendship between Korea and ASEAN, particularly the Philippines and Thailand.

On July 23, the second day of the meeting, the KF ASEAN Culture House hosted sessions introducing major international cultural heritage cooperation activities undertaken by individual ASEAN Member States and related initiatives by Korean institutions. Participants also discussed detailed implementation plans for the ASEAN-ROK Joint Cultural Heritage Cooperation Project and explored future directions for Korea-ASEAN cooperation in the cultural heritage sector.

Building on the outcomes of this meeting, the Korea Heritage Service plans to fully launch the joint cooperation project over the next three years while systematically developing a comprehensive Korea-ASEAN cultural heritage cooperation strategy. Moving beyond one-off assistance projects, the strategy will establish a practical and sustainable framework for two-way cooperation in a broad range of areas, including cultural heritage and the creative industries, the application of digital technologies, and climate change and disaster risk management.

The Korea Heritage Service as part of Proactive Administration within the cultural heritage field will continue to work closely with the ASEAN Secretariat, ASEAN Member States, and partner organizations in Korea and abroad to further develop the ASEAN-ROK Working Committee on Cultural Heritage Cooperation into a practical platform for global cooperation.
