국가유산청(청장 허민)은 지난 3월 31일 「인삼문화: 지식, 기술 그리고 사회문화적 실천」(The Insam Tradition: Knowledge, Skills, and Cultural Practices Related to Ginseng in the Republic of Korea)과 「태권도: 한국의 도장 공동체 수련문화」(Taekwondo: A Dojang-centered Korean Training Tradition)의 유네스코 인류무형유산 대표목록 등재를 위한 등재신청서를 유네스코 본부에 제출하였다.

인삼문화는 자연을 존중하고 건강과 장수를 기원해 온 삶의 태도 속에서 형성된 무형유산으로, 인삼 재배와 가공 기술뿐만 아니라 신앙과 의례, 설화, 조리법, 선물 문화 등 일상 속에서 이뤄지는 다양한 실천 방식도 포함한다. 인삼문화는 건강한 삶과 가족 공동체의 유대를 상징하고, 서로의 안녕을 기원하는 호혜적 매개체로 지역과 세대에 따라 다양한 모습으로 이어지며, 체험과 교육을 통해 전승되고 있다.

「인삼문화: 지식, 기술 그리고 사회문화적 실천」은 유네스코 사무국의 검토와 심사기구(Evaluation Body)의 심사를 거쳐, 2028년 12월 개최되는 제23차 유네스코 무형유산보호협약 정부간위원회에서 등재여부가 최종 결정될 예정이다.

태권도는 도장을 중심으로 사범과 수련생이 서로 존중하고 협력하는 관계 속에서 함께 수련하며 형성되는 공동체적 유대를 바탕으로, 기술과 규범, 수련의 가치가 세대를 거쳐 전승되는 도장 공동체 수련 문화이다. 또한, 생활권 기반 수련 환경을 기반으로 다양한 연령층의 수련생들이 태권도를 실천하며, 그중 일부가 사범으로 성장하여 다음 세대를 지도하는 방식의 순환적 체계로 전승되고 있다.
태권도는 작년 말 공모를 거쳐 올해 1월 세계유산분과 및 무형유산분과 합동위원회 심의를 받아 공동등재 또는 확장등재를 위한 차기 등재신청 대상으로 선정되었다.

국가유산청은 2018년 유네스코 인류무형유산으로 남북이 처음으로 공동등재한 씨름에 이어 태권도의 두 번째 남북 공동등재를 희망하며, 태권도 관련 단체 및 유관부처, 유네스코와 지속적으로 협의하며 태권도의 등재를 추진할 예정이다.

참고로 북한은 2024년 3월 「조선민주주의인민공화국의 전통무술- 태권도」(Taekwon-Do, traditional martial art in the Democratic People's Republic of Korea) 등재신청서를 제출하였고, 현재 심사 진행 중이다.

국가유산청은 앞으로도 우리의 무형유산 가치를 발굴하고, 유네스코 인류무형유산으로 등재를 확대해나가는 적극행정을 실천하여, 우리나라의 우수한 무형유산을 국내외에 널리 알릴 계획이다.

The Korea Heritage Service (Administrator Huh, Min) submitted nomination files to UNESCO Headquarters for the inscription of "The Insam Tradition: Knowledge, Skills, and Cultural Practices Related to Ginseng in the Republic of Korea" and "Taekwondo: A Dojang-centered Korean Training Tradition" on the Representative List of the Intangible Cultural Heritage of Humanity.

The Insam Tradition emerged out of the traditional Korean values of respect for nature and the pursuit of health and longevity. It includes the skills needed to cultivate and process the medicinal herb ginseng as well as everyday practices such as widespread beliefs, rituals, legends, recipes, and gift-giving traditions related to the plant. The element embodies healthy living and family bonds, and serves as a means of mutual exchange of good wishes for one another's well-being. It continues in diverse forms across different periods and regions, and is transmitted through hands-on participation and educational activities.

The nomination of the Insam Tradition: Knowledge, Skills, and Cultural Practices Related to Ginseng in the Republic of Korea will be reviewed by the UNESCO Secretariat and evaluated by the Evaluation Body. The final decision on the inscription will be made in December 2028 at the 23rd session of the Inter-governmental Committee for the Safeguarding of the Intangible Cultural Heritage.

Taekwondo is a community-based training culture centered on the dojang, where instructors and practitioners train together, and where techniques, norms, and the values of practice are transmitted across generations. Within this dojang community, continuous training in an atmosphere of mutual respect and cooperation serves as a cultural practice that fosters both personal growth and strong communal bonds. In addition, practitioners across all age groups engage in taekwondo, and the element is transmitted through a generational cycle in which some practitioners eventually become instructors and go on to teach the next generation.

Following a public call at the end of last year, taekwondo was selected in January at a joint meeting of the World Heritage and Intangible Heritage Subcommittees as the next nomination to be prepared, either for joint inscription or for inscription on an extended basis.

Subsequent to the joint inscription of traditional Korean Wrestling (Ssireum) on the Representative List by the Republic of Korea and the Democratic People's Republic of Korea in 2018, the KHS is working toward achieving a second joint inscription of taekwondo. To this end, the KHS plans to continue close consultations with taekwondo-related organizations, relevant government ministries and UNESCO in order to advance its inscription of taekwondo on the Representative List of Intangible Cultural Heritage of Humanity.


It is worth noting that in March 2024, the Democratic People's Republic of Korea submitted a nomination file entitled "Taekwon-Do, traditional martial art in the Democratic People's Republic of Korea," which is currently under examination.

The Korea Heritage Service will continue to identify and enhance the value of Korea's intangible cultural heritage and to expand its nominations for inscription on the Representative List of Intangible Cultural Heritage. To this end, it will pursue proactive measures to safeguard these traditions and to widely promote the excellence of Korea's intangible cultural heritage at both national and international levels.
