「한국의 갯벌(Getbol, Korean Tidal Flats)」 2단계가 유네스코 세계유산에 등재되었다. 7월 19일부터 부산에서 열리고 있는 제48차 세계유산위원회(7.19.~7.29.)는 7월 25일 오전 회의에서 「한국의 갯벌」의 2단계 확대 등재를 최종 결정하였다.

이번 결정은 2021년 제44차 세계유산위원회에서 세계유산으로 등재된 「한국의 갯벌」에 ▲ 여수갯벌, ▲ 고흥갯벌, ▲ 무안갯벌, ▲ 서산갯벌을 추가하고, 기존에 등재된 유산의 경계를 확대하는 중대한 경계 변경을 승인한 것이다. 이에 따라 「한국의 갯벌」은 기존 서천갯벌, 고창갯벌, 신안갯벌, 보성-순천갯벌을 포함하여 총 6개 구성요소로 이루어진 연속유산으로 확대되었다.
* 한국의 갯벌 구성요소(6개): 보성-순천-여수-고흥갯벌, 신안-무안 탄도만 갯벌, 무안 함해만 갯벌, 고창갯벌, 서천갯벌, 서산갯벌

세계유산위원회는 「한국의 갯벌」이 생물다양성과 멸종위기종 보전의 중요성을 다루는 세계유산 등재기준 (x)를 충족한다고 인정하였다. 특히 황해 생태계와 동아시아-대양주 철새이동경로의 핵심 서식지로서 국제적으로 중요한 이동성 물새와 다양한 해양생물의 보전에 기여하는 자연유산적 가치를 높이 평가하였다.
* 등재기준 (x, 10번): 과학이나 보존의 관점에서 멸종위기종 등 생물학적 다양성의 현장 보존을 위한 가장 중요하고 의미 있는 자연 서식지를 포함할 것

「한국의 갯벌」은 지난 2021년 제44차 세계유산위원회에서 서천갯벌, 고창갯벌, 신안갯벌, 보성-순천갯벌 등 4개 갯벌의 탁월한 보편적 가치(OUV)를 인정받아 세계유산목록에 등재되었다. 당시 세계유산위원회는 유산의 가치를 더욱 완전하게 보여줄 수 있도록 추가 갯벌 지역을 포함하는 2단계 확대 등재를 추진할 것을 권고한 바 있다.

이에 국가유산청은 2021년 1단계 등재 이후 관계 중앙부처와 지방자치단체, 지역사회, (재)한국의갯벌세계유산등재추진단 등과 긴밀히 협력하며 세계유산위원회의 권고사항을 이행해 왔다. 특히 추가 갯벌 지역의 세계유산적 가치를 검토하고, 보호구역 지정과 관리체계 정비, 지역사회와의 협의, 자문기구인 국제자연보전연맹(IUCN)의 심사 대응 등을 지속적으로 추진하였다.

이번 2단계 확대 등재는 국가유산청과 외교부, 해수부, 해당 지자체 및 (재)한국의갯벌세계유산등재추진단 모두가 힘을 합쳐 이뤄낸 값진 결과로, 2021년 등재 당시 제시된 권고사항을 충실히 이행한 성과를 국제적으로 인정받았다는 점에서도 의미가 크다. 이는 「한국의 갯벌」이 지닌 생물다양성 보전 가치와 완전성을 강화하기 위해 추가 구성요소를 발굴하고, 유산의 보호·관리 기반을 보완하는 한편, 황해 생태계와 동아시아-대양주 철새이동경로 보전을 위한 국제협력의 중요성을 다시 한번 확인했다는 점에서도 의의가 있다.

국가유산청은 이번 세계유산 확대 등재를 계기로 관계 중앙부처 및 지방자치단체, 지역사회, (재)한국의갯벌세계유산등재추진단 등과 더욱 긴밀히 협력하는 적극행정의 자세로 「한국의 갯벌」의 탁월한 보편적 가치를 체계적으로 보존·관리하고, 지역사회와 함께하는 지속가능한 활용 기반을 마련해 나갈 계획이다.

The Phase II extension of 「Getbol, Korean Tidal Flats」 has been approved for inscription on the UNESCO World Heritage List. On 25th July, 2026, the World Heritage Committee, convening for its 48th session in Busan from 19 to 29 July, adopted the final decision approving the Phase II extension of the property.

The decision approved a significant boundary modification to 「Getbol, Korean Tidal Flats」, which was inscribed on the World Heritage List at the 44th session of the World Heritage Committee in 2021. The modification adds ▲ Yeosu Getbol, ▲ Goheung Getbol, ▲ Muan Getbol and ▲ Seosan Getbol and enlarges the boundaries of the property. As a result, 「Getbol, Korean Tidal Flats」 has been extended and reconfigured as a serial property comprising six component parts, incorporating the previously inscribed Seocheon Getbol, Gochang Getbol, Shinan Getbol and Boseong-Suncheon Getbol.
* Component parts of Getbol, Korean Tidal Flats: Boseong-Suncheon-Yeosu-Goheung Getbol; Shinan-Muan Tandoman Getbol; Muan Hamhaeman Getbol; Gochang Getbol; Seocheon Getbol; and Seosan Getbol.

The World Heritage Committee recognized that 「Getbol, Korean Tidal Flats」 meets World Heritage criterion (x), which concerns the conservation of biological diversity and threatened species. In particular, the Committee highly valued the property's natural heritage significance as a key habitat within the Yellow Sea ecosystem and the East Asian-Australasian Flyway, contributing to the conservation of internationally important migratory waterbirds and diverse marine life.
* Criterion (x): to contain most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of Outstanding Universal Value from the point of view of science or conservation

In 2021, 「Getbol, Korean Tidal Flats」 was inscribed on the World Heritage List in recognition of the Outstanding Universal Value of its four component parts: Seocheon Getbol, Gochang Getbol, Shinan Getbol and Boseong-Suncheon Getbol. At the time, the World Heritage Committee recommended pursuing a Phase II extension that would include additional tidal-flat areas and more fully represent the value of the property.

In response, since the Phase I inscription in 2021, the Korea Heritage Service has worked closely with relevant central government ministries, local governments, local communities and the World Heritage Promotion Team of Korean Tidal Flats to implement the recommendations of the World Heritage Committee. In particular, it has continuously assessed the World Heritage value of additional tidal-flat areas, designated protected areas and strengthened management systems, consulted with local communities, and responded to the evaluation undertaken by the International Union for Conservation of Nature (IUCN).

The Phase II extension is a significant achievement made possible by the concerted efforts of the Korea Heritage Service, the Ministry of Foreign Affairs, the Ministry of Oceans and Fisheries, the relevant local governments, and the World Heritage Promotion Team of Korean Tidal Flats. It is particularly meaningful as international recognition of Korea's faithful implementation of the recommendations made at the time of the property's initial inscription in 2021. It has further strengthened the property's biodiversity conservation value and integrity by identifying additional component parts and reinforcing the foundations for its protection and management. The decision also reaffirms the importance of international cooperation for the conservation of the Yellow Sea ecosystem and the East Asian-Australasian Flyway.

Building on the extended inscription, the Korea Heritage Service will work even more closely and proactively with relevant central government ministries, local governments, local communities and the World Heritage Promotion Team of Korean Tidal Flats. It will systematically conserve and manage the Outstanding Universal Value of 「Getbol, Korean Tidal Flats」 and establish a foundation for its sustainable use in partnership with local communities.
