국내 최초 '제48차 유네스코 세계유산위원회', 부산 벡스코에서 성공적으로 개회

국가유산청(청장 허민)은 유네스코와 함께 7월 19일 오후 6시 부산 벡스코에서 열린 '제48차 유네스코 세계유산위원회(이하 '위원회')'의 개회식을 통해 국내 최초로 개최되는 위원회의 시작을 알렸다.

개회식은 이재명 대통령, 칼레드 엘에나니(Khaled El-Enany) 유네스코 사무총장, 허민 국가유산청장, 전재수 부산시장 등 주요 관계자들이 참석한 가운데 공식 접견 및 사전행사, 특별공연, 환영 초대연(리셉션) 순서로 진행되었다. 관계자들은 사전행사로 세계유산위원회 개최를 기념하여 조성된 홍보관인 대한민국관(K-Heritage House)을 둘러보며, 20일부터 세계인을 맞이할 준비를 점검하였다.

'하늘을 품은 지붕, 세대를 잇는 울림'이라는 주제로 펼쳐진 개회 기념 특별공연에서는 경복궁 수문장의 개문 퍼포먼스로 시작해 일무, 신태평무, 강강술래 등 전통 무용을 현대적으로 재해석한 다양한 공연을 선보였으며, 특히 공연 중간에는 위원회의 공식 홍보대사인 지드래곤(G-Dragon)이 출연해 평화의 메시지를 전달했다. 지드래곤은 무대에 올라 "유산을 지키는 일은 과거를 보존하는 것에 그치지 않고 미래의 평화를 만드는 일"이라며, 부산에서 시작된 세계유산 보호를 향한 작은 마음들이 전 세계를 잇는 큰 평화로 피어나길 바란다고 전했다.

개회식에 참석한 이재명 대통령은 축사를 통해 세계 각국의 대표단을 환영하며, 갈등과 분열의 시대에 문화와 유산을 매개로 한 대화와 국제협력의 중요성을 강조하고, 대한민국은 '문화의 힘'을 통해 세계를 잇고 유네스코와 함께 평화와 협력을 선도할 것이라는 의지를 표하였다. 칼레드 엘에나니 유네스코 사무총장은 세계유산위원회 개최와 세계유산협약에 대한 대한민국의 기여에 감사를 표하였다.

개회식 다음날인 7월 20일 오전 10시부터는 이병현 의장이 주재하는 위원회 회의가 정식으로 개회한다. 허민 국가유산청장은 이날 오전 개최국 대표 개회사를 통해 "위원회의 엠블럼인 종묘의 지붕처럼, 이번 위원회가 전 세계인을 한 지붕 아래 모아 글로벌 위기에 대응하여 세계유산협약이 나아갈 방향을 함께 고민하는 협력의 장이 되길 바란다"는 메시지를 전할 예정이다. 특히 전쟁으로 인한 파괴와 기후변화에 따른 훼손 등 현재 세계유산이 직면한 심각한 위협을 환기하며, 과거 수몰 위기에 있던 이집트 아부심벨 신전을 보존하기 위해 각국이 뜻을 모았던 것처럼 다시 한번 국제사회의 연대와 협력이 필요함을 역설할 예정이다. 또한, 대한민국이 국제협력의 수혜국에서 기여국으로 발전한 역사적 경험을 통해 앞으로도 유산 분야에서 다양한 국가 간 협력과 연대의 매개체가 될 것이라고 강조할 것이다.

한편, 이번 위원회의 대한민국 부산 개최를 기념하여 국가유산청과 유네스코는 대한민국의 세계유산 이야기가 수록된 '세계유산 매거진(World Heritage Magazine)'과 전 세계 세계유산 위치를 표시한 '세계유산 지도(World Heritage Map) 특별판'을 3개 국어(국문, 영문, 불문)로 제작하여 공식 배포하였으며, 자세한 내용은 유네스코 세계유산센터 누리집을 통해 확인할 수 있다.

제48차 세계유산위원회에는 7월 19일 오전 기준 155개국 2,929명이 참가 등록하였으며, 다양한 국가의 대표단이 불편함 없이 회의에 참여하고 체류할 수 있도록 '세계유산위원회 안내단(World Heritage Navigators)' 60명을 배치하여 지원한다. 치열한 경쟁을 뚫고 선발된 대학(원)생들에게 국제회의와 부대행사 등 문화 외교 현장을 몸소 체험하는 소중한 기회도 될 것이다.

이와 함께, 7월 20일부터 29일까지 벡스코 제1전시장에는 다양한 기관이 전시와 행사, 공연 등으로 K-컬처의 뿌리인 우리 국가유산의 다채로운 매력을 선보이는 '대한민국관'(K-Heritage House)도 운영된다. 대한민국관은 운영 기간 내 벡스코를 방문하는 국내외 방문객 누구나 자유롭게 이용할 수 있다.

국가유산청은 11일간의 위원회 여정 동안 국내외 방문객들에게 우리나라의 아름다운 국가유산과 한국적 가치를 오감으로 체험할 기회를 제공하는 한편, 오는 29일 폐회까지 안전하고 성공적인 행사가 되도록 유관기관과 최선을 다해 긴밀히 협력해 나갈 계획이다.

The Korea Heritage Service (KHS, Administrator Huh Min), in partnership with UNESCO, marked the commencement of the first-ever UNESCO World Heritage Committee session hosted by Republic of Korea through an opening ceremony held at BEXCO, Busan, on July 19 at 6:00 PM.

The opening ceremony was attended by key dignitaries, including President Lee Jae Myung, UNESCO Director-General Khaled El-Enany, KHS Administrator Huh Min, and Busan Metropolitan City Mayor Chun Jae-soo. The event featured a pre-ceremony program, special celebratory performances, and a welcoming reception. As part of the pre-ceremony program, the dignitaries toured the "K-Heritage House," an official pavilion established to commemorate the hosting of the Committee session, checking the final preparations to welcome global visitors starting July 20.

Under the theme "Under the Sacred Roof, Echoes of Continuity and Peace" the special celebratory performance opened with a gate-opening performance by the royal palace guards of Gyeongbokgung Palace. It showcased a modern reinterpretation of traditional Korean dances, including Il-mu (One Dance), Shin-Taepyeongmu (New Dance of Great Peace), and Ganggangsullae (Circle Dance). Notably, G-Dragon, the official honorary ambassador for the 48th World Heritage Committee, made a special appearance during the ceremony to deliver an inspiring message of global peace. Taking the stage, G-Dragon stated, "Safeguarding heritage is not merely about preserving the past, but about building peace for the future". He expressed his hope that the small gestures of commitment toward protecting World Heritage originating in Busan would blossom into a grand peace connecting the entire world.

In his welcome remarks, President Lee Jae Myung welcomed delegations from around the world. He emphasized the critical importance of dialogue and international cooperation through the medium of culture and heritage in an era of conflict and division. He expressed the Republic of Korea's strong commitment to connecting the world through the "power of culture" and leading peace and cooperation alongside UNESCO. UNESCO Director-General Khaled El-Enany expressed his gratitude for Korea's hosting of the Committee session and its significant contributions to the World Heritage Convention.

The opening session of the Committee, chaired by Chairperson Lee Byong Hyun, will formally commence at 10:00 AM on July 20, the day following the opening ceremony. During his welcome remarks as the representative of the host country that morning, KHS Administrator Huh Min plans to deliver a message stating, "Just like the roof of Jongmyo Shrine featured in the Committee's emblem, I hope this session will serve as a platform for collaboration under one roof, gathering people from around the globe to collectively deliberate on the future direction of the World Heritage Convention in response to global crises". In particular, he will draw attention to the severe threats currently facing World Heritage, such as destruction caused by war and damage from climate change. He will underscore the urgent need for solidarity and cooperation within the international community, drawing a historical parallel to how nations united in the past to save Egypt's Abu Simbel temples from the threat of submersion. Furthermore, highlighting the Republic of Korea's historical experience of developing from a beneficiary of international cooperation to a contributing country, he will emphasize that Korea will continue to serve as a catalyst for cross-border cooperation and solidarity in the field of heritage.

Meanwhile, to commemorate the hosting of the Committee session in Busan, the Republic of Korea, KHS and UNESCO have officially published and distributed the World Heritage Magazine, which features stories of Korea's World Heritage, alongside a special edition of the World Heritage Map illustrating the locations of World Heritage sites globally. To ensure that delegations from diverse nations experience a seamless stay and participation, 60 "World Heritage Navigators" have been deployed. This will provide a valuable opportunity for the selected undergraduate and graduate students, who emerged from a highly competitive selection process, to directly experience the frontlines of cultural diplomacy through international meetings and side events.

In tandem, the "K-Heritage House" (Korea Pavilion) will be operational from July 20 to 29 at BEXCO Exhibition Center 1. Various institutions will showcase the multifaceted charms of Korea's national heritage—the very root of K-culture—through exhibitions, events, and performances. The K-Heritage House welcomes all domestic and international visitors attending BEXCO during the event period.

Throughout the 11-day journey of the Committee session, KHS plans to offer domestic and international visitors an immersive experience of Korea's beautiful heritage and traditional values through all five senses. KHS will also work closely with relevant agencies to ensure a safe and successful event until its closing on July 29.
